This is shown towards the end of the film through the inability of the Arabs to repair the generators for the town hall, exemplifying the little training the Europeans gave them before start. This lack of experience expands into an even bigger problem long after the English abandoned the desert creating a power struggle. Because there is no coherent order or rule, violent political groups are more easily able to gain the upper hand. The only method these groups know to govern is the process of instilling fear in those they govern. The British did not provide the places they took control with the means to govern themselves once the imperialists returned to Europe, leaving them the freedom to continue to govern themselves.
