Culture is a lifestyle. Everything from the clothes people wear to the president's boardroom is influenced by culture. This culture arises when individuals or groups create productions and distribute them to educate, entertain, or otherwise influence people. In most countries, these types of people and productions are financed and cultural policies are implemented by non-governmental organizations or funds. Unlike other countries, in Azerbaijan cultural policies are implemented and financed almost by the government. Cultural activities that reflect national identity and propagate national spirit are highlighted. For example, the national heritage Mugham of Azerbaijan is sponsored by the First Lady of Azerbaijan Mehriban Aliyeva. That's why it has spread enormously in recent years, destroying the pop music industry in the country. For the development of the film industry, the Ministry of Culture and Tourism financially supports films that consist of the majority of films shot in a year. In return, these films must meet the criteria established by the aforementioned ministry. Many theaters are restored and designed in a modern style, but left in the old repertoire and system, to attract audiences. Furthermore, the success of cultural administration is an issue. The existence or non-existence of a gap between people's tastes and the projects financed cannot be measured. The public offer of cultural activities meets people's demand, of which I think negatively, is the question I will ask myself. A survey will be conducted among the population to ask what type of cultural productions they want and the data collected will be combined with ongoing entertainment projects. Since culture varies in many activities and the level of cultural diversity is the focus of the paper, in every part of the cultural product, the research conclusions will be positive.
