Kelling designed broken window surveillance to have police officers patrol neighborhoods on foot and build relationships with residents. Ideally he wanted an assigned police officer to become familiar with people in the neighborhood and build relationships so he could report suspicious activity. For this to happen, there needs to be a sufficient number of police officers so that we can walk around neighborhoods all day and still have a sufficient number of officers responding to emergencies. Which in a crowded city like New York is almost impossible to do. Even then, when this idea was implemented in Newark, crime in New Jersey did not decrease. Although Newark residents felt safer if cops patrolled their neighborhood, the policy did not have a positive effect on the purpose for which it was created. This idea of foot patrol officers has not been implemented into the theory practice in New York. Most police officers use cars and excessive amounts of force during arrests.
