The survival of the vice president allowed Andrew Johnson to become the 17th president of the United States, taking office immediately after Abraham Lincoln's death. Johnson and the US Congress clashed on many issues. One of the problems is reconstruction. Johnson rejected the idea of ​​a radical Reconstruction plan, a plan that Lincoln had full support for. By 1865 most states had finished Reconstruction, but Southern states were enacting Black Codes, which significantly prevented African Americans from voting, and Johnson did little to stop these codes. Congress strongly disagreed with Johnson's Reconstruction plan. Congress did not agree with Johnson so much that in 1868 he became the first president of the United States of America
