In history, the term Reconstruction Era has two main implications: the first covers the complete history of the country from 1865 to 1877 after the Civil War; the second implication focuses on the transformation of the southern United States from 1863 to 1877, according to Washington's indications, with the reconstruction of the state and society. Between 1863 and 1869, President Lincoln and Vice President Andrew Johnson devised a plan to return the South to normality as soon as possible. On the other hand, however, the Radical Republicans used Congress to block the moderate approach, apply harsh terms, and improve the rights of freedmen. of the Union and guarantee equal citizenship and rights of former slaves. President Lincoln wanted to speed up Reconstruction and reunite the nation quickly and painlessly. At the end of 1863 he began reconstruction with his Ten Percent Plan. The plan decreed that a state could rejoin the Union if 10 percent of that state's vote took an oath of allegiance to the United States and pledged to obey emancipation. Voters could then elect delegates to draft revisions to state constitutions and create new state governments. Lincoln guaranteed Southerners protection of their property but not their slaves. The plan went into effect in some states but was rejected by radical Republicans. Union Troops For military reconstruction, the The way Union troops could police, govern, and rebuild the South is to have direct control of the Southern states. Union troops would especially protect African Americans' right to vote. The troops were also supposed to keep watch and make sure there was little or no fighting. When elections are held, troops could be used as martial law to control epidemics/fighting.
