Community policing is a type of policing that replaced traditional policing in the late 20th century in the United States and abroad. In 1994 President Clinton created the Violent Crime and Law Enforcement Act which allowed the creation of the COPS (Community Oriented Policing Services) program Congressional Digest February 2015. Listed in (Understanding Community Policing find source...) the "three main characteristics municipalities: police-community partnerships, a problem-solving approach and organizational decentralization.” Since 9/11, the police have moved towards national security Chappell 2009. Does community policing allow the police to keep national security a priority? Different police chiefs feel differently about this. Chiefs with four-year degrees in the New York style of community policing were concerned with maintaining order, which was strongly criticized by Harcourt (1998) and others. There are some differences fundamental compared to traditional policing and community policing, where tradition prioritizes law enforcement, arrest and investigation. Community policing places society and quality of life as the main focus that can address real problems in society, Carter and Sapp (1994). Law enforcement, arrest, and possible shooting of suspects are still a component, but do not represent the high percentage of community policing. Making citizens in the community feel safe, comfortable and even satisfied with the police is a goal, Wycoff and Both of these strategies are about solving the problem the community is experiencing and not just waiting for crimes to occur. This can use crime mapping and investigations in these areas which involve talking to community members to get information about what is going on. Problem-oriented policing still focuses on crime rather than community. Actual crime may not be the community's primary concern, this can make the community dissatisfied when the police believe they have solved the problem because they solved the crime but did not meet the community's expectations.
