They also happen to be within the same cultural cluster (derived from Hofstede's model), which is an important criterion. On the other hand, it would be interesting to investigate whether Foxconn assessed other risks such as the low “People Skills and Availability” (PSA) index. This could significantly limit Foxconn's ability to reach the 500,000 level. It is unclear whether other top picks such as India and Indonesia, which have similar financial attractiveness and a better PSA ratio, have been evaluated. As will emerge later, Foxconn already plans to exploit the Indonesian market with an investment of 10 billion dollars over a period of 5 years. It also has a strategic investment in Pittsburgh in higher-skilled research and development that fuels innovation. This is an attempt to move from a producer label to an innovator label.
