The Independent Electoral Commission-An approach to its financial, human resources management and ICT functions-The Independent Electoral Commission (IEC) is an independent organization established under Chapter 9 of the South African Constitution not only to conduct elections to the National Assembly, provincial legislatures and municipal councils in South Africa, but also to promote and safeguard democracy. In 1993, a Temporary Election Commission was created to administer the first democratic elections to the national and provincial legislatures, which were held in April 1994. The Permanent Election Commission was established on 17 October 1996 and has administered general elections since then ( national and provincial) in 1999, 2004, 2009 and recently in 2014, as well as local (municipal) elections in 2000, 2006 and 2011. The IEC is made up of five full-time commissioners and their job is to ensure that elections are free and fair and in compliance with national legislation. The duties and functions of the Election Commission include: Compile and maintain electoral lists through a system of registration of eligible voters using data available from government sources and information provided by voters; Compile and maintain a register of parties; Undertake and promote research on electoral issues; Develop and promote the development of electoral skills and technologies in all spheres of government; Continuously review electoral legislation and proposed electoral legislation and make recommendations in relation to them; Promote voter education; declare the results of elections for national, provincial and municipal legislative bodies within seven days of such elections; Appoint appropriate public administrations… half of the document… improved flexibility and redundancy across the network . Currently, the IEC is conducting research on electronic voting technologies to analyze the benefits of using this technology. Based on international experience, almost every electronic voting technology has been technically compromised at some point and the decision whether to adopt it will need to be sustained and sensitive to the South African context. As we can see, the IEC has undergone enormous development since its creation, especially regarding ICT and skills development. However, they must remain focused on their objectives and continuous improvement, measuring performance indicators and keeping up to date with the latest technologies, to implement, when necessary, preventive and/or corrective actions to ensure the provision of a service with high standards. of quality and reliability.
