1. IntroductionAs the devastating effects of the HIV/AIDS pandemic spread, many companies are realizing that the spread is negatively impacting their workforce, the marketplace, and ultimately their ability to make profits (Sithole, 2007). Organizations now realize that HIV/AIDS is not simply a health problem, but a fundamental business problem, affecting the performance of infected employees and the company's production and investments (Lisk, 2002; IFC , 2002). In response to this problem, many organizations are setting up HCT facilities in the workplace as a strategy to improve knowledge of HIV/AIDS, which is central to both the prevention and treatment objectives (DoH, 2009) of the debilitating infection. the document is designed to describe the framework for workplace HIV testing, the concepts surrounding the HCT process, the broader logistical issues needed for the smooth running of the HCT program as well as the people needed to directly or indirectly manage the structure of HCT.2. The HIV Testing Facility and HCT The primary purpose of the HIV Testing Facility is to provide quality HCT services. According to WHO (2001), quality HCT services can be defined as “accessible HCT services that meet the needs of clients and providers, in an equitable and acceptable manner, within available resources and in line with guidelines national” (p. 1 ). The HCT process is generally based on the concept that HIV testing must be ethical, human rights based, conducted in an enabling environment and performed by a qualified healthcare professional (DoH, 2010), following the principles of confidentiality, consent and counselling.
