Malaysia has planned its growth through various short-term and long-term strategic development master plans. The Multimedia Super Corridor or MSC was established in 1996 and is a high-tech multimedia project administered by the paperless government in a new code of Cyberlaws. MSC was established by the fourth Prime Minister of Malaysia, Tun Dr. Mahathir bin Mohamad, on 12 February 1996. This program is one of the grand strategies and is a profound tool to embark on the ambitious journey towards realizing Vision 2020. This vision is a long-term planning to become a fully developing country and a knowledge-based society by 2020. MSC Malaysia has targeted seven multimedia applications to develop the programme. This flagship is used to drive Malaysia's economic development. The main objective is to entice a group of world-class companies to develop cutting-edge applications, products and services in the MSC area, thereby increasing Malaysia's productivity and competitiveness globally. The main contents of Malaysia's seven flagship applications are e-government, telemedicine, smart school, multi-purpose paper, techno-entrepreneur development, R&D cluster, and global manufacturing networks. Each of these flagship applications has its own role. Figure 1 is the MSC logo.FIGURE 1: The MSC logo22.0 FLAGSHIP APPLICATIONS FOR MULTIMEDIA DEVELOPMENT IN MALAYSIA2.1 ELECTRONIC GOVERNMENTElectronic government was launched as one of MSC's flagship applications to use multimedia technologies to reinvent the way the government operates. This flagship was intended to create a paperless government, increase convenience for citizens, and improve the speed of work. Malaysian development also improves...... middle of paper......t. It was launched by our fourth Prime Minister of Malaysia, Tun Dr. Mahathir Bin Mohamad on 12 February 1996. It is set to become a fully developed country and knowledge-based society by 2020. MSC has three phases of operation which is the Phase I (from 1996 to 2003), Phase II (from 2003 to 2010) and Phase III (from 2010 to 2020). Today, there are over 3,000 companies with MSC Malaysia status involved in the global supply chain offering high-value ICT products and services. Examples of companies involved are Global Sourcing (shared services and outsourcing), Information Technology (Infotech) and Creative Multimedia (CMC). Now, in 2013 it is too early to judge whether MSC will be a successful strategy for Vision 2020. However, the success of this MSC story depends on other factors. If one of the seven flagship applications does not perform well, it will affect the other.
