If government were not a necessary evil, how could government grow? One might believe that in order for the government to achieve greater knowledge and prosperity in its governance, it must ensure that these necessary evils coexist with the government. Contrary to this belief it can be said that necessary evil must be eliminated in order to pursue complete and perfect government. Although a perfect government is led to believe that it is not possible, some people think differently, but those who disagree with the above statement can agree with Thomas Paine who believes that government is a general evil. Compared to Publius who thinks that government is an evil part and a necessary part. All these evils are part of human nature and also part of government. Publius believes his government is a reflection on human nature (Federalist 51). He further states that “If men were angels, no government would be necessary. If angels governed men, neither external nor internal controls on government would be necessary” (Federalist 51). Publius says this to make the analogy that we are not angels, therefore we cannot govern ourselves. This is a good example to show that human nature and humans have flaws, so something will most likely go wrong regardless of the circumstances. Publius speaks in Federalist 51 that since men are not angels, we live in a society where men rule men and when we do so we must control their power, regarding what they can and cannot decide about, such as making laws, distribute laws and decide on whom and how those laws are imposed. If you don't control the power of the government, they will eventually combine all their powers to form a tyranny. Publius believes that to invade this… medium of paper… he most likely disagrees with Paine in wanting to eliminate government, as it is necessary to form a good society. Publius would agree with Locke because they both think that it is necessary to have a government to form a civil society and that a government will protect you and guarantee your natural rights as a person. perfect government, just great government, but even then it will still have some flaws. Necessary evils are necessary for the government to overcome history and improve itself. Publius and Thomas Paine agree that evils cannot be avoided within a government. Government is necessary in all its forms; it is what prevents us humans from acting in an undisciplined way. This necessary evil in government will continue for all of humanity because we are human and it is in our human nature.
